The article says the Welsh police saw it over Cardiff earlier this month. I've actually got a better explanation: it's a prop from Doctor Who that's gotten loose.

That could very well be a UFO...but remember what a UFO means it means Unidentified Flying Object doesn't mean it is aliens.
