A Frustrating Riddle...

"When is ten ten not ten ten but ten and ten reversed?"

or

"When is 10 10 not 10 10 but 10 and 10 reversed?"

I can't figure it out. I was told the answer lies in the riddle itself but so far I can't seem to come up with anything. He didn't give it to me in writing so these are the two different ways to write it. Any help would be appreciated.

When it's ten minutes to two? Ten ten (10:10) reversed is ten minutes to two (1:50). IDK. Where you the one who posted this riddle on yahoo answers? lol

I hate even the simplest of riddles >.< so confusing and I never get them unless someone else comes up with the answer.
