The only possible reason why the budget has been low (that caused MF, OO and JF to be only 32 episodes) because its too expensive for PR to be filmed in New Zealand. Thats pretty much why the budge is low starting with MF.

There has been rumored that Disney might move the filming of PR back to US (but this time in Canada). That should fix the budge problem if that happens...if it does, we would most definately go back to the number of episodes (40 I bet) that we originally had before the budge went low.
