As far as underrated goes, I definitely think a few of the lesser appreciated rangers have that role.

For example, Ethan. Computer smart as well as being a slick talker, he was like the Billy of his team. And what did he get in return? Oh, yes, a bully episode and a little bike that was used all for scamming kids out of their toy money. :P He deserved a little more.

Speaking of Dino Thunder, I think Hayley is another character that can be defined as underrated. While Tommy was encased in stone and even when he was stuck in his ranger suit, she kind of pulled the weight of being a mentor and her technical prowess couldn't be denied either.
