i'd follow the villians guide book to the letter and make sure all of my minions watch every season and see what went wrong with each villian.
I'd also make sure that all my generals has at least some Intellegence and not promote anyone with a Starscream esk personality (e.i. someone whos trying to take over my organization.
if I had to pick someone Astronema.
if it was sentai however, I'd work for Tau Zanto or Rio
